Representation: the NPPF makes clear (paragraph 14) that Local Plans should meet objectively assessed needs with sufficient flexibility to adapt to rapid change. If the JLP were to merely aim to meet the OAN, it would not be sufficiently flexible to respond to changes circumstances, such as allocated sites failing to come forward as expected / changes in OAN. Failing to ensure the Local Plan's housing target exceeds the minimum OAN risks a situation in which the JLP fails to ensure an adequate five-year housing land supply during the entirety of the plan period, which would render the local plan out of date.
