Representation: We consider that a sustainable approach, as set out in the NPPF, should be considered in relation to development in rural areas. This would allow sustainable sites that are otherwise outside of settlement boundaries to come forward and contribute to the housing land supply.

Sites that are outside, but abutting the settlement boundary should be considered given that they benefit from the services and facilities found in the settlement and are therefore sustainable. More generally they do not often possess the characteristics of the countryside/rural areas, and therefore could be developable land.
