Representation: National policies/guidelines set out that development should be distributed in a way that firstly reduces the need to travel, secondly supports the retention of existing services and thirdly helps to sustain rural areas. It appears that the District Council has either failed to consider these three principals or disregarded them in the past to allow such a skewed emphasis on the urban/rural housing provision ratio. We would propose that a moratorium be imposed on developments of other than windfall in core and hinterland communities until a more reasonable proportion of developments between urban and rural communities has been met.

The Parish Council's response to question 26 highlights the disproportionate burden of housing borne by the rural areas of the region. National policies/guidelines set out that development should be distributed in a way that firstly reduces the need to travel, secondly supports the retention of existing services and thirdly helps to sustain rural areas. It appears that the District Council has either failed to consider these three principals or disregarded them in the past to allow such a skewed emphasis on the urban/rural housing provision ratio.
