Representation: The approach of a top-down allocation seems reasonable - starting with towns and ending with hamlets, but it is difficult to comment on the rural distribution approach until the criteria are defined. The criteria should reflect not only the village itself, but the context of the village within the area. For example from a Beyton point of view the proximity to Bury, transit routes through the village from other villages, geographic and infrastructure limitations (sewers, broadband, etc. ) should all be taken into account.
