Pigeon would raise caution to the introduction of another tier of protection to nondesignated heritage assets prescribed in Option HA1, which could be used as an instrument to prevent or restrict growth in or on the edge of existing settlements. Given the historic nature of a significant number of settlements in both Babergh and Mid Suffolk, many are already afforded a high level of protection in the form of Conservation Areas and individual Listings. We do not consider that another tier of designation is appropriate or necessary.
