SUPPORT Great Blakenham Parish Council (Ms Janet Gobey) represented by Great Blakenham Parish Council (Ms Janet Gobey)

Summary:

In the Consultation Document (pg. 12 Vision), there is a statement that two of the proposed objectives of the new Local Plan will be:
* To enable provision of the necessary infrastructure to support residents, businesses, communities, the environment and individuals.
* To prioritise investment in strategic services and infrastructure, improving connectivity and service provision.

Great Blakenham Parish Council support this proposal without reservation. However, yet again, Councillors wish to record their insistence that infrastructure improvements must be planned at the same time as new developments and they must be delivered as the developments are being built, if not before.

SUPPORT Great Blakenham Parish Council (Ms Janet Gobey) represented by Great Blakenham Parish Council (Ms Janet Gobey)

Summary:

Councillors agreed that any further housing development should be supported by a school in the village and other service improvements, including the road network. The lack of a primary school in the village means that the children who live in the new houses will have to attend primary school in either Claydon, Needham Market or even further afield. These school are not in walking distance, so there will be even more car journeys and more pressure on the roads. Even for children living in the centre of the village who attend the preschool and schools in Claydon, the pavements in places are less than satisfactory, HGVs often pass within a foot of those walking. Excessive delays caused by a main line rail crossing again forces parents to take alternative route and mode of transport to ensure the safety of children.

SUPPORT Mrs Julie Clark

Summary:

* We fully support and indeed, consider it essential that each scheme considers both the existing infrastructure commitments and cumulative impacts from other developments in a locality.
* It is considered essential that any new infrastructure requirements identified with a development are phased and delivered as the development progresses. Past experience has shown this has not always been the case.
* We therefore fully support Option INF 2 that provides a strategic approach over and above the NPPF for cumulative growth, but with the caveat that infrastructure policies are adhered to.
* Option INF2 specifically mentions education but this policy needs to apply to all necessary infrastructure ie from Health to Transport.

SUPPORT Mr J Rapley

Summary:

Option NF2 gives the local authority the opportunity to better manage larger development proposals by ensuring all infrastructure requirements are met from the beginning and are not imposing extra stress on existing resources.

This suggests that serious consideration should be given to developing new integrated settlements of, say 500 to 1000 homes on greenfield sites thereby ensuring good road, education, shopping and service provision is built into the plan. This would be similar to the WW2 postwar New Town type policy.

Guarantees should be structured such that they cannot be cancelled or avoided. Planning permission should only be granted if there is a robust and effective legal agreement in place to ensure delivery.

SUPPORT Mrs Margaret Podd

Summary:

Maximum guidance should be given to developers on their obligations to provide/contribute to the provision of essential infrastructure. This should help mitigate against developers offering over optimistic prices for the purchase of land and then pleading non-viability further down the development process as a reason to not provide necessary infrastructure.
