Summary:

I am making representation on behalf of the Parish council, Boxford Society (120 members) and the 47 residence who have objected to the planning application on the above piece of land, all of which object to any building due to the access problems off Swan Street. We are all against any building on this site and the surrounding area needing access via Swan Street.
This land has just been through the rigors of a planning application and was rejected by the planning committee this week. We would strongly advice the land be taken off the local plan.

Summary:

We do not consider it appropriate to include the full extent of the site within the Settlement Boundary, nor do we consider the western extent of the village as an appropriate direction for future growth. Would erode important open space. Delivery would have an unacceptable impact on local character.

Whilst Officers are still to determine the application it is evident that potentially critical issues exist in relation to: the negative impact of the development on local heritage assets (both adjacent listed buildings and the more sensitive traditional end of the conservation area); traffic and congestion; and the erosion of important open space. In addition, the proposal has drawn an overwhelming negative response from residents.

COMMENT Historic England (Katie Parsons)

Summary:

The site is on rising ground north of the Rover Box with the river in a valley below. Planning permission for a residential development which would act as a buffer between the proposed site allocation and the settlement centre which is designated as a Conservation Area and contains a high concentration of listed buildings. The proposed allocation extends further south towards the rive than existing development. The river valley is important in the historic character of Boxford and development has the potential to harm the significance of the heritage assets within the existing settlement. Open space to the south of the site would help preserve the character of the river valley and the setting of the heritage assets within the settlement. The presence of these heritage assets should be considered carefully as part of the site allocation process.

SUPPORT Artisan PPS Ltd (Mr. Leslie Short)

Summary:

This a logical and natural extension to the village and represents the best use of former agricultural land which is now land locked. It also represents an opportunity to provide considerable public benefit in the form of up to 24 dwellings including 8 affordable dwellings. The site is available and deliverable now. Such development can be successfully integrated and assimilated without serious or severe adverse impact on Swan Street or the wider village.
