Around the Shotley Pier area as it is in need of tidying up and an outstanding permission exists for business use.

The Council has its objectives, and should follow them. There is a trend towards relocating businesses to rural areas to meet local employment needs! The long term effect is to reduce the viability of Town Centres. If we are concerned with the viability of our high streets, why is 60% of current housing delivery in rural areas? From my own village I can shop in 3 or 4 different centres without the need to visit a Babergh town.

Unless the district councils have ownership of the rivers this is beyond the powers of this consultation .
I suggest study of the inland waterways legislation for the upper reaches of the Stour and the Ipswich Dock 1950 in relation the River Orwell which is owned by Ipswich and the resulting judgement of Ipswich Borough Council v Derek Moore , Alisdair Duke (2001 EWCA civ 1273).
The lower reaches of the Stour are controlled by Essex CC Harwich Haven and the RSPNB

Please refer to my answer to question 31. I refer only to the river Orwell and the laws which relate to houseboats. Only the Ipswich Harbour Authority can issue permission for any moorings on the river Orwell. Babergh DC has planning authority over the river bed to the low water mark but any issue of planning permission for a mooring is illegal unless done in consultation and approval of ABP. All waterways presided over by the MCA are subject to strict controls enforceable under legislation. The local plan must conform to the laws relating to rivers
