part of the potential development and the proposed development areas are at risk of flooding from the River Gipping. They are also at risk of reservoir flooding. We would recommend that no development is undertaken between the River Gipping and Newton Road.

Land East of Newton Road has been recognised for years as flood plain which is totally unsuitable for residential development. Development on this section would without doubt cause flooding for existing homes on Cardinalls Road and Spring Row.
As this has already been acknowledged and accepted by MSDC (previous development plans have been rejected on those grounds) the continued inclusion of the land East of Newton Road as suitable for residential development demonstrates a failure in MSDC's duty to cooperate.
